Seasonal changes, including coat, are mostly in response to light changes
so the amount of darkness he is getting has probably stayed stable
resulting in no coat change.
 
Increase the amount of complete darkness he is getting and he'll shed.
 
Darkness appears to be good for them anyway!  (Anyone want to know why?
