Skip punishing her, time outs, scruffing and/or dragging.  She needs to
learn to trust you.  She may come around in a few days it may take a
month or more.
 
The quickest and easiest way to work with a biter is with rewards.  I
mostly use olive oil/ferretone or ferrivite/nutrical/kittyvite.  Get her
attention with the food.  Once she is focused on the treat you can make
an attempt to pet her with your hand in a balled fist.  The fist will
give her less area to bite and you'll take the bite on the back of your
hand or the finger between the knuckle and the first joint,.  You can try
a pen or a feather if you don't trust her.  She needs to be used to some
kind of contact.
 
You may even be able to go as far as picking her up as long as she has
the treat to focus on.
 
Give her treats through the bars too.  If you are worried about being
nipped, put it on a spoon.  If you feel brave, feed her from the flat
of your hand with your fingers together.
