He is charged with animal cruelty.
 
Okay, not ferrets, but fitting, and anyone who will abuse one type of
animal is likely to abuse another type, plus a large number also are or
become abusers of humans, esp.  those unable to defend themselves such
as children, the handicapped, the elderly, those under their power
(people they can order around or whom they can abuse secretly), etc.
 
These are dangerous people without regard for other's pain, lives, and
self-sovereignty.
