Zo sounds like my boy Frank.  HE LOVES WATER.  In fact, I call him my
'water-dog'....
 
If Zo is just a baby, she will eventually get the idea that the water is
to 'drink' not to play in.
 
If paper towels are taking you to the poor-house, put old hand towels (or
rags) under the water bowl (this way you can wash and reuse).  Also, let
Zo play in the tub (with water trickling), or the shower.... this way,
maybe she will learn that the tub/shower=play, and the bowl in their
house is for drinking.
