Hi Miranda ~
 
I would say no.  But I wouldn't give it to cats either.  I grow catnip
and it is very sedating due to several constituents.  It depends on the
soil as to the strength of some of each medicinal constituent.  Cat toys
with dried catnip probably pass the strength date for it to do anything.
Dried herbs only have a shelf life of 6 months.
