Why don't you just have him contact the GCFA in Chicago.  They have
various individuals who would make runs there to pick up the ferret.
Most idiotic people like him would just release the ferret outside, and
then someone would find it as a stray.  It just sounds like he's trying
to get attention in saying he's going to "shoot the ferret".  He has
options other than such drastic measures.  Maybe he just needs to know
about them.
