The state of Ohio deparmtent of health DOES support the CDC Rabies
Compendium guideline that calls for a 10-day quarentine for ferrets that
have bitten someone.  To quote from Part III, Section B, 6) a:
 
>A healthy dog, cat, or ferret that bites a person should be confined and
>observed daily for 10 days
 
Your friend should get a copy of this IMMEDIATELY and show it to the
local health officials.  It is available online at
