brown dots, again

Hey all -
 
Do you remember asking you about brown (not black) dots on Hooker's tail?
Well, the dots are still there (I have to admit that we were sloppy with
the cleaning).  The dots are actually dirt, look like a tar, and it can
be remove with water and some rubbing.
 
What is it ?  I think that the dirt is blocking her skin, so no hair can
be grown...
