I would think that a pet liability policy could be added as a rider to
a standard homeowner's or renter's policy.  I know some cities want to
require such policies for owners of "dangerous" breeds of dogs.
 
Your friend should call his insurance agent to see if such a rider is
available.  If not, try some other insurance companies.

who can't begin to imagine a ferret doing $10,000 worth of damage.  OK
carpets might need replacing, and a door or two might be scratched, but
give me a break!  What are they going to do, knock down walls?
 
[Moderator's note: Liability insurance typically isn't to cover property
damage, though I suppose if a ferret got loose in California and killed a
bunch of cows that could run into money.  It's meant to cover the costs
associated with things like wrongful death or injury, such as when your
ferret picks the lock to the next apartment, finds the loaded gun under
the couch and then kills the cashier at the local convenience store when
the cashier refuses to hand over the raisins.  BIG]
