incessant digging

My critters are destroying the carpet.  Timeouts are no longer working.
I bought them a scratching post, but it doesn't keep their interest.  I
was thinking about getting a sand box.  The only concern I have is that
my little girl was just diagnosed w/ adrenal - she has a pretty swollen
vulva - and I'm worried about sand getting into places where it
shouldn't.
 
Any suggestions?  We're on top of the adrenal.  I just need to figure out
how to let them play w/o losing the carpet.
