First of all, an advance welcome to Florida.  Sorry to hear your first
experience is not a pleasent one.
 
In my experience, fighting a home owners association is a tough battle, and
one you're not likely to win on the topic of how many animals you can have.
Your time might be better spent looking for another perfect house that does
not come with an association.  Just my opinion mind you.
