I live in WV, also.  I have not found any shelters around here.  Try
checking for facilities in Pennsylvania or Ohio that may be within
driving distance (if I am not mistaken you are in the tip of the northern
panhandle).  You can check as this website.

I am new to this list, so someone else may know a little bit more about
