The actual description of banned animals do not include ferrets.  They name
all kinds of pets that can be bought in pet stores that are acceptable, and
ferrets, not elephants, are found in pet stores from breeders of all kinds.
 
Another item that forces the issue of legalized ferrets is that they are
not found in the wild.  Ferrets have been domesticated totally, are simply
not found in the wild and actually cannot survive feral.
 
Therefor Ferrets by their own description, are not wild animals and are
included in the list of acceptable animals the same as a cat is accepted
but a lion isn't.  Isn't a lion a cat ?  Ha!
