The sign should NOT protect her from assault charges or damages for the
camera; speak with a lawyer before it becomes too late to follow-up.
Having this get to court is one way to open it up.
 
You should also find out which department licences pet stores in your
state.  The Dept. of Fish and Wildlife should be able to point you in the
right direction, ditto the office of a local state legislator.  Some states
really come down on places for abuses.  Hope your's is one.  Have seen N.J.
do so and found that what is BEST is to have letter(s) from vet(s) or other
experts to back you and send those in, keeping copies for your records.
 
YES, malls DO refuse to renew leases when they get too many complaints
unless it is hard to find tenants -- at least, that was the case 25 years
ago so unless things have changed...
 
Don't forget to contact your local humane groups with info form vet or vets
saying that the store is abusive.  They can't very well ignore that, esp.if
on animal hospital stationary.
 
One person here had a novel approach in an abuse situation.  She or he
stood OFF MALL PROPERTY but near it with a sign saying that the pet store
was abusive to animals.  The police were called but it was not a situation
in which any laws were violated.  Perhaps that person will post and say how
and why this worked.
