We've had a surplus of those in the shelter this year for some reason!
It's probably a chordoma, and the best thing to do is to have the vet cut
it off.  They are usually not malignant, and the ferrets don't seem to
mind losing a little bit of their tail.  You might ask your vet to use
dissolvable sutures so that the ferret doesn't have the stress of suture
removal (that's kind of an awkward place to remove them from).  Good luck!
