Orange crusty spots on tail

Hey all.  I hear alot about blackheads on tails, what about orange crusty
spots.  I've been battling those for several months with my Rascal.  He
used to have a beautiful thick full tail.  Now it's sparse and the skin is
crusty.  Does anyone have any suggestions for this?
