Try Tartar Control type cat treats.  We give our kids a couple (ok,
sometimes more) a day.  We have a 2 1/2 year old with teeth that look like
an 8 month old (regarding cleanliness) and she's never had her teeth
cleaned by a vet.  The treats also seem to be helping clean up the teeth
of many of our foster kids.
 
Most like the Pounce Tuna Flavor Tartar Control.  Others prefer Whisker
Lickin' Beef Flavor Tartar Control.  You might have to spend a little to
find a flavor they like but it's been well worth the investment here.
